IT Customer Service Business Plan Ideas?

Has anyone got any examples or ideas they could share with me regarding how to write a business plan for an IT Support Team who are at the same time the customer service department. Rather than doing annual objectives this year we have been asked to do a business plan and I'm lost where to start.

Just a wild thought....Have you tried to Google the information...see if you can get a chart already made up to guide you through the process...just try "IT support team business plan" maybe you can pick information from different sites?

My first thought: a business plan instead of goals and objectives? Crazy.
My second thought: a business plan instead of measuring competence? Nuts.
My final thought: hey, these are crazy times that call for crazy measures, and maybe the result will be a new, cool business model.
